In Afghanistan, the top U.S. general has placed heavy restrictions on the use of force, limiting air strikes and artillery support . In a major speech last night, Chairman of the Joint Chiefs of Staff Adm. Mike Mullen had a message: This is the new American way of war, so get used to it. “Force should, to the maximum extent possible, be applied in a precise and principled way,” Mullen said. That approach, Mullen said, is why the bar has been set so high for calling for indirect fire in Operation Moshtarak, the current offensive in Afghanistan’s Helmand Province.
