			<content:encoded><![CDATA[<p> A Canadian man has pleaded guilty to charges of assisting overseas online gambling sites to process hundreds of millions of dollars in wagers. The conviction of Douglas Rennick, 35, comes as some U.S. lawmakers are looking to tax online gambling revenue rather than criminalizing such wagering. Federal law prohibits financial institutions and individuals from knowingly assisting in collecting and paying bets stemming from online chance gaming like poker, blackjack, slot machines and other games. Clearly, Americans love to gamble online. The United States charged Rennick with processing or &#8220;laundering&#8221; more than $565 million in gambling payments in the United states through phony companies between 2007 and 2009. &#8220;I had a business that transferred money from offshore gaming sites to American players within the Southern District of New York,&#8221; Rennick told U.S</p>

			<content:encoded><![CDATA[<p>By Jacob Boyer U.S. Joint Forces Command May 11, 2010 &#8211; The director of the organization tasked with overcoming the challenge posed by improvised explosive devices spoke about the future of counter-IED efforts to kick off the 2010 Joint Warfighting Conference here today. Army Lt. Gen. Michael L. Oates, Joint Improvised Explosive Device Defeat Organization director, told the audience that IEDs represent a threat that will grow in number and complexity in coming years. &#8220;We will see IEDs or their derivatives find their way into civilized society in greater numbers,&#8221; he said. &#8220;They&#8217;ll be used by criminal enterprises. They&#8217;ll be used by hybrid threats that seek to seek partners – either in the drug trafficking enterprise or other commercial business – to destabilize societies. </p>

			<content:encoded><![CDATA[<p> Sen. Sam Brownback (R-Kan.) and Rep. Todd Tiahrt (R-Kan.) are proposing legislation that would require the Pentagon to penalize competitors for work that has been found by the World Trade Organization to have received illegal subsidies, according to industry officials. They are unveiling the legislation tomorrow morning during a press conference on Capitol Hill. The legislation is squarely aimed at influencing the pricing duel between EADS North America and Boeing as they compete for $35 billion worth of work building 179 Air Force refuelers. Brownback&rsquo;s home state, Kansas, would benefit from a Boeing win of the contract. Brownback is a member of the influential Senate subcommittee that appropriates funding for defense programs. </p>

			<content:encoded><![CDATA[<p> Joint Forces Command&rsquo;s General James Mattis introduced him with the warning that &ldquo;IEDs are coming to a city near you,&rdquo; and Lt. Gen Michael Oates, head of the Joint Improvised Explosive Device Organization followed up with a sharp-elbowed speech that called much of the coalition&rsquo;s anti-IED effort into question. Speaking before a packed house at the Joint Warfighting conference in Virginia Beach, Va. on Tuesday morning, Oates bemoaned problems with analyzing and sharing intelligence in a timely manner, both in the U.S. military, and among coalition allies in Afghanistan. &ldquo;We disable ourselves by an inability to share information,&rdquo; he said, adding that &ldquo;I absolutely believe that we&rsquo;ve got to [find] a way ahead immediately to improve information fusion,&rdquo; and to develop databases for tactical commanders. &ldquo;There is no shortage of data, but there is a dearth of analysis &hellip; and it has got to be provided to our coalition partners freely so that they can enable their formations.&rdquo; Oates said that crucial to this effort is the creation of &ldquo;mobile databases [that] provide real-time effective information for tactical commanders.&rdquo; Given that the IED is here to stay, Oates also expressed frustration that effective training methods for the armed forces to operate in this environment is lacking. He warned that &ldquo;we will see IEDs or their derivatives find their way into civilized society in greater numbers, in the future&#8221; and that &ldquo;they&#8217;ll be used by criminal enterprises. 			<content:encoded><![CDATA[<p> When Faisal Shahzad set out from Connecticut for his Pakistani homeland late last year, he had no thought of planting a car bomb in Times Square. Instead, a top New York Police intelligence analyst says, Shahzad’s plan was to join the insurgents fighting U.S. and NATO forces in Afghanistan. But according to Deputy Inspector John Nicholson of the NYPD Counterterrorism Bureau, the naturalized U.S. citizen apparently met up in the Waziristan tribal region with militants with militants who persuaded him to turn back and launch an attach inside America. Speaking on Tuesday at an NYPD briefing for hundreds of the department’s own officers, as well as outside law enforcement officials and private security managers from the New York area, Nicholson compared Shahzad’s path to that of Najibullah Zazi, the Afghan-American who recently pleaded guilty to charges of plotting to attack New York’s subway system last September using homemade explosives. In official papers made public earlier this year, federal investigators said Zazi and two cohorts had traveled to Pakistan in order to reach Afghanistan and join Taliban forces fighting Americans there. But when Zazi and his companions described their ambitions to al Qaeda operatives they had met, the jihadists “explained they would be more useful to al-Qaeda and the jihad if they returned to New York and conducted jihad there,” according to a Justice Department statement </p>

			<content:encoded><![CDATA[<p> You thought my last overhaul of the Pentagon was radical? Wait &#8217;til you see what I&#8217;ve got planned for next year. That&#8217;s the message Defense Secretary Robert Gates is sending to the armed services and to Capitol Hill. In a speech today at the Eisenhower Library in Abeliene, Kansas, Gates not only informed the military establishment that the post-9/11 &#8220;gusher of defense spending&#8230; has been turned off, and will stay off for a good period of time.&#8221; He warned that he&#8217;s putting everything from ships to jets to general&#8217;s billets to troops&#8217; healthcare reimbursement rates under fresh scrutiny. &#8220;Given America’s difficult economic circumstances&#8230; military spending on things large and small can and should expect closer, harsher scrutiny,&#8221; Gates added. In 2008, before Gates rolled out the budget that offed the Air Force and Army&#8217;s signature programs for superpower war , he paved the way with a series of speeches blasting the military-industrial complex for not focusing on today&#8217;s conflicts . This talk &#8212; along with one given Monday at the Navy League symposium &#8212; signal a similar approach. Cutting hardware will almost certainly be part of the equation, once again. </p>

Less than a week after he scolded the Navy for spending too much money, he took on the entire Defense Department. Actually, he kind of took on the entire military industrial complex, in a speech aimed at fixing problems that are deeply entrenched in its culture. </p>
